firstly did you mean proclivity not porclivity, and if so does the passage mean:
In the certainty of a thorough consideration of the natural inclination/predisposition of language, one might attribute to the mental activity that a division exists in which some encyclopedists purposefully cultivate a bewildering atmosphere created to confuse the beliefs of the majority

ok, that translated means something along the lines of:

or even more simply:
