It's an expression by the british philosopher John Locke meaning 'the unwritten paper* or something like that. The simple way to describe it is that when born, a soul is like that, an unwritten paper, and it recieves its containt through experience. The philosophy believing in this is empirism, from greek empiria, meaning experience. Just to describe it shortly...
