since when did they have minds of their own? they live for me to call them to take someone away to a mental institution and lock them up in padded cells.

yes but whoever created them failed in one aspect...
they have a form of semi intelligence which makes them able to complete their tasks...
it also gives them the ability to adapt and learn basic things for example if every time you go to take someone away you get shot at, then you should stop taking people away...
